Division Manager – Construction Materials Testing
Location: Elmira, NY
Compensation: $80,000 – $120,000


We are seeking a Division Manager to lead the daily operations of a Construction Materials Testing (CMT) group in Elmira, NY. This is a high-impact leadership position where you’ll oversee a team of field technicians, lab staff, and project managers while ensuring clients receive responsive, high-quality service.

The right candidate will be a proven people leader with the technical background to act as an escalation point for staff and clients. You don’t need to be a licensed PE to succeed, but familiarity with civil engineering, geotechnical principles, and materials testing is a big plus. This role is ideal for someone who thrives in a mix of operations management, client engagement, and staff development.

What You’ll Do

  • Lead the Division: Manage a team of 16 staff, including an office manager, field services supervisor, lab technicians, and project managers.
  • Coach & Mentor: Recruit, develop, and retain talent. Provide guidance, feedback, and training programs that support professional growth.
  • Oversee Projects: Ensure soil and concrete testing (highest-volume services) and related inspection work meet client and regulatory requirements.
  • Client Engagement: Build and maintain strong relationships with contractors, developers, and municipal clients. Focus on responsiveness and closing the loop on deliverables.
  • Operational Excellence: Review reports, manage scheduling, resolve on-site conflicts, and keep a finger on the pulse of daily work.
  • Business Development: Respond to RFPs, proposals, and opportunities as they arise. Success comes from being available, organized, and reliable.
  • Hands-On Mentality: While most of your work will be management and oversight, occasionally you may step into the field or lab to support the team.

What We’re Looking For
  • Education: Bachelor’s or Associate’s degree in Civil Engineering, Construction Management, or related field.
  • Experience: 7–10+ years preferred, but less may be considered with the right mix of education and leadership ability.
  • Technical Aptitude: Comfort reading engineering drawings, interpreting testing results, and advising staff on next steps.
  • Leadership: Demonstrated experience supervising staff, handling performance management, and fostering teamwork.
  • Communication Skills: Clear, professional, and effective with staff, clients, and senior leadership.
  • Certifications: PE desirable, but not required.

Compensation & Benefits
  • Base salary $80K–$120K+ DOE
